The #1 goal of the PSSL and it's owners is to have fun. We do not want to be part of a stuffy, by-the-book league. Many things have been added to the league just for fun. The all star game run-for-a-buck contest is becoming legendary.
The draft will be held on the final Saturday before opening day. Each owner will pay a predetermined league fee (around $50) before the draft. During the draft each owner will be restricted to a budget of $260 "fantasy dollars." All owners will take turns bidding on players until a highest bidder is determined for each player. All owners must fill all 25 available roster spots and spend no more than the maximum $260 allowed.
All owners who elect to protect players from last year's roster may do so by adding $5 each player's salary. The deadline to turn in your protected rosters is February 15th of each year. The amount of players a team can protect is based on last year's final standings.

The PSSL currently has voted not to expand. If any owners from the previous year elect not to return, then a new owner would take over his team. The new owner would then have all rights to players, draft, etc., that the previous owner did.
In addition to the regular 25-man major league roster, all teams are entitled to a 10-man minor-league roster. All players with less than 130 major-league at bats or 50 innings pitched in their career are eligible for this roster. One minor league player from each team is allowed a "franchise" tag, and this player maintains his $1 salary until he has 400 major league at bats or 100 major league innings pitched. The franchise tag can be applied/changed to a player once a year, every January 15th. This player cannot be traded. There is no charge to claim minor league players. If one of the minor league players gets called up during the current season he can be put on the active roster and his fantasy salary then becomes $1. The owner must then release someone to make room on the 25-man roster. At the end of the season if the minor league player has not passed the minimum requirements, he may be protected for no charge for the next season. During the season any player signed to a MLB contract is eligible for a PSSL minor league roster if he has less than 130 MLB at bats or 50 MLB innings pitched. Claims will be process each Sunday and if two owners claim the same minor leaguer the team lower in that week's standings will be awarded the player. During the off season, only players that are signed to a MLB contract and have played at least one game for a rookie league or above minor league team is eligible for a PSSL minor league roster. During the offseason minor league claims will be awarded on a first come, first served basis.
Before the season's first game in April, all owners must turn in a starting lineup consisting of a Catcher, 1st Baseman, 2nd Baseman, Shortstop, 3rd Baseman, 3 Outfielders, Designated Hitter, 4 Starting Pitchers and 2 Relief Pitchers. A Designated Hitter can be any batter, regardless of actual position played. All hitters must have played at least 20 games at that position the previous season to be eligible to play that position. In the case of a player who played fewer than 20 games at any position, he must have played 30% of his games at that position to be eligible to play that position in the fantasy league. During the current season, he must have played at least 5 games at that position to be eligible. All pitchers who made at least 90% of their appearances in a relief capacity are designated as relievers. All other pitchers are designated as starters. For the current season, the "3 in 5 rule" takes effect. Whatever role the pitcher played in at least 3 of his last 5 appearances (Starter or reliever) is what his is eligible for that week only. Each owner can log in to the web page and see a daily report with their team's individual stats and how they compare with the other team's stats. Teams are sorted by each category, and awarded points from first place to last place in each category. In a ten team league, for example, the first place team in a category gets 10 points; second place gets 9; third place gets 8;.....; and tenth place gets 1 point. Teams are ranked on their cumulative point total across all categories.
Each team is only allowed 25 players on their roster at a time. This does not include the 10-man minor league roster.
Trades may be made at no cost to either owner. A list of all other owners' phone numbers and e-mail addresses will be given to each owner so they may call and talk or e-mail about a prospective trade offer. Once a trade has been completed, both owners must contact the commissioner's voice mail or e-mail account and notify him of the trade. If both owners don't notify the commissioner of the trade, the trade is nullified. Cash, minor league draft picks or "player to be named later" trades will not be allowed in the PSSL. Trades may be made at will until the deadline date of August 1. Trades can continue to be made between August 1st and September 1st, but all players involved in those trades must be protected at the end of the season. No trades will be allowed after September 1st until the World Series is over. A 6-owner Competition Committee may be called on by the commissioner to rule on any trade that may be considered "unfair" or "not in the best interests of the league." The Competition Committee has the authority to veto any such trade by a majority vote. Once the season is over, trading may again resume.
After the draft is over, all unclaimed players are free agents. It costs $1 to claim a free-agent. All free agents will be assigned a salary of $5, unless he was previously on another PSSL roster that season. In that case, the player retains the salary the original owner assigned to him. (Minor leaguers do not have a salary until they are promoted to your active roster.) In the event two or more owners place a claim on the same free agent, the player will be awarded to the team lower in the current standings. In the off-season, only minor league free agent claims will be allowed, and they will be awarded on a first come, first served basis. All free agent signings will be posted on the league website. To pick up a player, you can fill out the on-line form or submit a claim through the stats site. If the free agent acquisition then puts your roster over the 25 man limit, another player must be released at the same time. Please put in your request who you will release if you receive the free agent player. (Example: "I'd like to claim John Doe, and if I get him I'll release Joe Public.") If you are not awarded the player, you will not lose the player you intended to cut. If your claim puts you over the 25 man roster limit and you do not list a player to release, your claim will be disallowed.
After the draft is over a $310 salary cap is imposed for the remainder of the season. ($300 for your roster and $10 for your minor leaguers). Any trades or free agents acquired during the season must still maintain your team salary total below $310.
The stat week will end with the completion of Sunday nights' games. The Deadline for roster moves is Sunday night at 5 p.m., PST. This includes all claims, trades, DL moves, starting/benching, promoting from minors, etc. You must have the on-line form filled out and submitted by this deadline. The latest news will be on the website to display the claims. All submissions after the 5 p.m. deadline will be posted in the next week's transactions.
Operating expenses (including stat service fees) will be deducted from the prize money pooled. The rest will be paid out to the winners at the end of the year. The top 5 places will pay. The payout is as follows: 45% will go to 1st place, 25% to 2nd, 15% to 3rd, 10% to 4th and 5% to 5th. The winners' name will be permanently engraved on the PSSL trophy and that owner will be able to keep the trophy at his home until the end of the next season. The winner will also receive a small trophy that he will be able to keep permanently.
